At a recent meeting of representatives from academia, industry and the FOSS community convened by NRC-FOSS at Anna University, Chennai, it was suggested that NRC-FOSS could play a role in representing to the government on measures that could/should be taken by the government to ensure a level playing field for players in the Open Source arena. A wiki has been set up to put down these ideas, discuss them and formulate specific proposals.
